I'm sorry, there is no file attached.
One thing you could try - create a blank DGN file. Attach the bad file as a reference file. Select everything and copy it into your good, new file. Detach the old, bad file. Sometimes doing that will get rid of whatever bad information was blocking the bad file. It doesn't work every time, butit's worth a try.
