Good Morning,
I have a .dgn file that when I look at the Level Display it list a large number of levels with elements on that level and is used but I cannot see them. I make on active and turn off all the others and fit view and nothing is there. They do not seem to really be there but they are listed. Does anyone have any idea how I can remove them from the Level Display list if they are really not there or why they are listed to begin with?

If you look at the levels through the level manager you will find that a number of the levels that appear empty have shared cell definitions in them. These are not physical elements but do cause the level to be seen as used.
If you need to delete the levels you can refer to the following:

Alternatively you can remap the shared cell definitions to another level.
