&lt;p&gt;I&amp;#39;d like to confirm David&amp;#39;s information: In your file the most of levels can be deleted easily, because they are not used. As used only 99 from 4904 levels are reported. From the mentioned 99 some are &amp;quot;normally used levels&amp;quot;, but the rest is a bit complicated. If your intention is to delete the levels only, the article linked by David is the good way, especially &amp;quot;level purge&amp;quot; key-in is usefull.&lt;/p&gt;
&lt;p&gt;If you are interested in exactly why some levels cannot be deleted, it requires step by step analysis: For example UTLE_E_Tele-Cell level is displayed as used, but only UFO BOX shared cell definition is at this level, so it should be possible to delete it. Unfortunately not, because this cell is used at some other places at a design file. You can find 5 instances of this shared cell and when they are deleted, levels UTLP_P_Traf-Ctrl-Cell and UTLP_P_Tele-Cell will become empty, the shared cell definition is not used anymore and can be removed from the level. At the end, 3 levels are now empty and can be deleted.&lt;/p&gt;
&lt;p&gt;To analyse the whole file this way requires quite long time...&lt;/p&gt;

These are not physical elements but do cause the level to be seen as used.&lt;/p&gt;
