Why is Microsoft KB2999226 not included in layouts as .NET Framework is?

My request is to include Microsoft KB2999226 - Universal C Runtime in the prerequisites (conditional on windows 7 (and maybe 8) and it not exist). At the moment, all other prerequisites are included.

KB2999226 is not in the Microsoft update catalog for windows 7 and is not picked up by WSUS for software update distribution in SCCM, and it needs to be installed stand-alone using the wusa command.   The Bentley layout creation process does not pick it up nor install on targeted PCs, just giving an error instead.

It would help us if it were managed like the other prerequisites.
