There is no point in having error messages about it being missing, when all the other prerequisites are already in the layouts.
One of the biggest reasons for not including KB patches is that they security updates as opposed to a component like .NET Framework pose a security concern.
Rather than having an end user rely on a non-Microsoft source it is always best to install updates through the Windows Update utility or through Microsoft itself.

Thanks, @David - that article lists KB2999226, but that KB is not available in Windows update for automatic installation. It is a feature update, like .NET, and is only available as a separate download. Like .NET Framework, it is a discretionary, prerequisite runtime technology. It is certainly not classified as a security update. My view is that it should be treated the same way as .NET, in the Bentley installation bundles / layouts.
It has caused us some grief when some computers have it already, because of other software that uses it, and other computers do not.
