I've created a report to try and capture only cells on the Q-CASE level. If I select my cells it gives me cell name and a shape is on level is Q-Case. Here is what I have defined in the report:
Here is the properties of the cell.
My final results in the table should be all cellnames on the Q-Case level.

If I understand it would appear that your trying to Report on the Cells that contain Shapes where the Shape is on level Q-Case. However Its not clear how the Cells are made up perhaps you have used Groups / Nested cells a sample file would help others to comment.
That said I believe you need to look for the related Shape within the cells.
Was able to solve this by changing the Filtered By to Levels.Name="Q-CASE"
