After I had imported my custom dropdowns in v8i into connect, it has been found that moving menus around into different locations will not save out (they keep reverting back to their former locations when the "Apply" function is executed in the "Customize Ribbon" dialog. My feeling is that the OS we are using (Windows 7) may be the culprit and that operating Connect within Windows 10 "might" solve the issue. I will be getting a new laptop next week with Windows 10 preloaded, so such will be the time- I suppose- to test my hypothesis. Is this issue "alive" within the Windows 10 OS as well? As a side note- and as we are utilizing a network environment- I also tested this finding on a bare local install with the same results.
As a follow-up, the issue still exists within Connect running on a clean install of Windows 10. Sigh...
Is this happening with just your imported customization? Have you tried creating new customization and doing the same?

It is happening from a fresh install in the creation of new menus as well as modifying menus which have been imported from a previous dgnlib (our original dgnlib from v8i). The import went well (even though some of the command syntax had need to be edited (placing text, i.e.). I decided to clean up a few of our menus and their locations, and such is when I found the issue. Then, I decided to run a clean install (a local default install) and found the same issue to occur. Interestingly enough, I can sometimes move a menu set to a different location, save, open again, and delete and the menu will be deleted as it should be. If I attempt to delete it in its place it will show right back up again. The behavior is not always consistent, however. I have gotten used to constantly backing up the dgnlib any time I get results which I desire! On a related note, under Customize Ribbon> Quick Access Toolbar, in v8i I have access to copying and pasting data which does not seem to exist in Connect. One can add menus and submenus, but one cannot copy and paste menus as we could in v8i. Another thing I do not like is that when one saves anything in the menu structure, it reverts back to a default structure in which one has to navigate the directory structure back to where they were in order to make additional changes within that structure. V8i does not exhibit this behavior at all. Frustrating, and I cannot imagine creating menus from scratch with Connect.
I would recommend you contact Bentley to work with them directly on these items. It seems they could help breaking them down to small test cases and see if there is a software bug or if its WAPD and then you can request for them to be filed as enhancments.
