Yes they look to be what I need however my IT department does not allow me to add, move or delete anything in my Program Files route directory so this doesn't seem like it will be something I can do.
You don't and it isnt recommended you change files in teh Program Fies folder.
The process you should follow should be as follows:
1. create a dgnlib best place would be :
C:\ProgramData\Bentley\MicroStation V8i (SELECTseries)\WorkSpace\Standards\dgnlib
2. add the dgnlib to to the MS_GUIDGNLIB variable best two options are to add in 1 of 2 config variables
C:\ProgramData\Bentley\MicroStation V8i (SELECTseries)\WorkSpace\Standards\standards.cfg
or if this is only for yourself in you UCF file probably found under
C:\ProgramData\Bentley\MicroStation V8i (SELECTseries)\WorkSpace\Users
3. make the customizations to the context menu as desired and outlined in the articles above.
This route tree does not exist on my C:/ so I assume you want me to create that folder structure? Could I just make a folder called Standards and put the file in there?
The C:\ProgramData folder is there, it's just hidden by Windows. You have to change your Windows settings to show hidden files and folders to see it.
I would recommend you create your own folder for your dgnlib files, something like C:\Jeff\dgnlib for the sake of this discussion.
Following on to what David Trejo-Rodriguez said here are the steps involved.
If you do not see your dgnlib listed in step 14 the MS_GUIDGNLIBLIST variable redefinition is not correct.

Just guessing at what you want to accomplish, it may be easier to just set-up some function keys in your very own function key menu. The new fkey.mnu can live anywhere just so you point to it with the configuration variable MS_FKEYMNU. This way each user can have their own and it can be stored outside the sacred "Program" directories.
