I have made a custom dgnlib with a workflow that has tabs. I want to delete some of those tabs. I select the tab, select the Remove button, select Apply but the tab is not removed. Anyone else experience this same issue or know what is causing this?

I was having the same issue and it turned out that I had multiple dgnlib files in my default location (e.g. C:\ProgramData\Bentley\CONNECT Edition\Configuration\Organization\Dgnlib\Gui). Once I put the old dglib files in an obsolete folder and made the corrections to the remaining dgnlib file I was able to remove the unwanted tabs. I hope this helps.
If the delete and apply option does not work you may want to try the revert option.
To do this select the Tab section you wish to delete in the Customize Ribbon dialog
Make sure not to use the revert all option as that will wipe your whole DGNLIB of any ribbon customizations.
If you see items have pending changes use the Apply button.
What is the SR# and have you had any reply yet?
I filed a ticket and a defect has been filed for this. The Bentley professional also noted to manage this issue in the meantime would be to export the ribbon to xml, manually edit the xml, revert the dgnlib to wipe all customizations and then import the ribbon xml to rebuild. This worked for me and getting these unwanted tabs removed from my custom ribbon.
