I seem to remember I was able to change the tool that was displayed when Microstation started.
I would like to change the tool Drop Element to Create Region, is this possible?

activate the tool you want ie drop element and save settings then exit?

But it didn't work. I tried other tools and the tool that appears on startup always appears the same.
