Display Rules not always visible

It appears display rules are programmed to display contextually for example a host of rules exist for references but only appear if a reference is active.  This is handy for on the fly rule creation but clumsy for setting up rules as an admin in a dgnlib file is this WAD?  If so can we get an admin option to see and set up any rules we choose if we're in a dgnlib file?

    That is correct but as an admin if i want to create a rule for example which requires every time a text element exists.  I have to actually have text placed within my dgnlib file to see text in the conditions to know i can change it.  No big deal i put down some text but what else can't i see?  I'm actually handcuffed from seeing all the potential of display rules from within my dgnlib file because i can only see conditions that i can create based on whats IN my dgnlib file.  If i want to affect references... i have to create a reference within my dgnlib file.

    What about point clouds we mess with those frequently do i have to attach a point cloud to my dgnlib file too?

    Of course the alternative is i could create my rules in my dgn files and import them into the dgnlib file but thats not handy for Admin use what i really need as an admin is a way to turn off the contextual display so i can just see everything and make the best choices for my users rather then fumble around in the dark trying to find a light switch.

    To test what i mean go make a brand new blank empty dgnlib file now make a rule that if text exists it's hidden.  You can't till you put down some text that is my issue.
