Is there a configuration variable in MicroStation CONNECT Edition I can set that will automatically open a design file in the correct WorkSpace and WorkSet without being prompted?
There is not a variable but when a file is opened in a specific WorkSpace and WorkSet the file is stamped and associated to that configuration.
If you need to reassociate a file the following article outlines the process:

Hi Rod,I know this is an older thread, but thought I would add some more thoughts to this.In addition to what my colleague David posted, you might look into using command line switches with MicroStation CONNECT Edition to open a specific WorkSpace & WorkSet anytime that MicroStation is launched. For example, if you had a WorkSpace called Transportation and a WorkSet called Route66, then the command line switch syntax would look like:"C:\Program Files\Bentley\MicroStation CONNECT Edition\MicroStation\microstation.exe" -wkTransportation -wwRoute66
With these switches set, anytime you open MicroStation, the specified WorkSpace (Transportation) & WorkSet (Route66) will be used.
Hope this helps!-Jayson P.
Hi Rod and Jason,
We have had some troubles with this also, and unfortunately the syntax does not work in all situations. If the file has been branded with another workset or if the desired workset is not present in the cache.ucf at this configuration: _USTN_LAST_ACTIVE_CONFIGURATION.
Please also note Anders Wandall's Idear on the Idear portal: New parameter to set Configuration Name | MicroStation Ideas Portal (aha.io)
It could really be great to avoid any warnings when opening files directly from the File Explorer.

Hi runehc,
There is also a -wr command line switch available that specifies the configuration via the _USTN_CONFIGURATION config variable.https://communities.bentley.com/products/microstation/w/microstation__wiki/8873/microstation-command-line-options-and-switchesI would recommend looking into this as well.
An example would look like this:
"C:\Program Files\Bentley\......\microstation.exe" -wrD:/CustomConfig/ -wkWorkSpaceA -wwWorkSet1
