How do I disable all users the ability to use bylevel in CONNECT. I have tried adding the Workmode Capability statement to my configuration file but does not work. I was able to disable the bylevel option in V8i using the method mentioned earlier. Thanks
This isn't a programming question. You would be better served posting this in the Product Administration form.
That being said, this is something you should report as a defect.
One suggestion I have is to check your User Preference settings. In the Operations category there is an option to Sync Symbology to ByLevel. If that is turned on it could be wrongly overriding your Workmode Capability setting.
The other suggestion is to verify the variable is being set correctly.
In MicroStation open the Configuration Variables dialog.
Once open select File > Show Configuration Variable Values.
It will open a Notepad window with all of the current variable definitions. Search for your workmode setting to verify it is correct.
I have to say your post scared me: To write the whole question to subject that should be short and informative...
Please read and follow forum best practices. Without specifying exactly what product (MicroStation, PowerDraft...) and version (there are 13 different versions of MicroStation CE available) it's complicated to verify whether it's bug.

I did quick test, I added
_USTN_CAPABILITY < -CAPABILITY_BYLEVEL
to workmode.cfg file and it seems MicroStation CONNECT Edition Update 12 behaves inconsistently:
I guess you should report it as bug to Bentley Support.
I tested this is MSTNCEr12 also and got the same results as Jan. I then did a quick test in ss4 and am seeing that it is removed in all places. Seems to be a defect.
