It's not possible to download it, you have to create it ;-)

We can have EITHER:. standard user with internet access and Bentley's downloaded EXE skeleton, to download files from Bentley and save the files (setup/LYT) to filesystem or share that the standard user can write to, without requiring elevation;OR. a user with local Admin on computer, but no internet access, so would require complete set of files already within Bentley's downloaded EXE, to write the setup/LYT files to filesystem or share. This means, the file we download from Bentley must be complete, even if we still need to create the layout from it.

And, our security people do not want us bringing files in on flash drives from an outside computer such as suggested in the article. The only files from outside must come directly from Bentley.
Your user with non-elevated rights downloads the small installer to a local drive. Then you use the "layout" option from a command prompt. That will create a deployment package with all the necessary files (they will be automatically downloaded from Bentley and put into the deployment image). No actual installation of software occurs yet. Once that is complete, you now have a deployment folder with setup.exe that you run as a user with elevated rights to do the actual install - no internet access required.
I tried /layout with latest InterePlot Organiser that I downloaded, but it failed as standard user, but only after it tried installing prerequisites too. ProjectWise client creates a layout, but then ignores it at install time and I find out that it takes parameters instead, and needs experimenting. Our project timelines do not provide time for this. It would really help if the correct and TESTED silent install instructions for corporates were easily and consistently provided with each product to tell me which can do layout and which needed a different approach and what that was. I have to go hunting in the knowledgebase for user experiences and it's really hit-and-miss. Need to know how to do silent, how to choose features, how to direct logging output. Or, provide us with the MSI, the prerequisites, and help, in a simple archive and let us do it ourselves.

I do not know ProjectWise installer, but can you provide more details what you did?
When Deployment Image is created for MicroStation, it creates complete off-line installation in one folder, so I have no idea where a problem can be. At this time, you can delete online installer exe and when the installation is required, you just star installation from the created folder (image).

Take downloaded ProjectWise (in our case we are running version 10.00.03.49 through client/server/admin), run the EXE in cmd prompt with /layout option. Follow the wizard, tell it you want the installer to run silent, what features you want, and where to put the layout files. It creates the layout: an EXE + LYT) in the folder you specified.
From the folder where you put the layout, run the EXE. It's supposed to pick up the layout LYT beside it: run silently, install the selected features. There is no documentation about any special command line argument to tell it to use the LYT. It just ignores it and runs interactively and installs default features, which are different to what I selected for the layout.
