Is MicroStation CE U12 and older versions) supposed to be loading dgnlibs on every file open in the same session, using the same Workset? We have a large workspace and I can see the dgnlibs appearing in the file open dialog (slowing things down), but the dgnlibs are still not being reloaded / refreshed (as per standard workspace behaviour) anyway?

Here is a video - every time I switch files, you can see in the dialog that dgnlibs are being read/loaded. Since they are only opened at workspace load, why am I seeing this switching files in the same workspace?

Even though this is a ProjectWise OpenRoads Designer example, I get the same in MicroStation CE Update 12.
