We are working in a Projectwise Environment with the C:\pwwork folder integration.
We have used V8i for many, many years. 10's of 1000's of DGN files have single and combinations attachments of tifs, dgns and dwgs.
The problem we are seeing is now when opening these files from ProjectWise, all of the reference links are broken and must be re-pathed. However, if we open the files with V8i, the references are intact and show up fine.
Reassigning all of the references is not an option, as many files have been finalized and versioned in Projecwise and besides that, there are just too many files to even think about going that route.
From this issue, it would seem that there is a configuration path not assigned properly in CONNECT. I've looked through but can't seem to find anything that I would think is obvious.
Can someone help point me to a resolution here?

That's a good place to start. I would run MSDEBUG on V8i and CONNECT and compare the value of MS_RFDIR.

This sounds like your ProjectWise integration is broken with MicroStation CONNECT. You don't say what version of ProjectWise or MicroStation CONNECT you have but you'll need a version of ProjectWise CONNECT that supports your version of MicroStation CONNECT. The projectwise compatibility matrix has this info:

If you already have an appropriate version of ProjectWise connect installed, then try doing a repair install or reinstall (this needs to be done if MicroStation CONNECT was installed after Projectwise was.)
ProjectWise doesn't use MS_RFDIR. While it's possible to set one for a project that is in ProjectWise it isn't recommended and references attached via ProjectWise won't use it.
We have entire group of people in our office and at our customer company using this software. Our customer has a different Update for CONNECT, and they have the same issue. This is not an installation issue isolated to a single person. This is a problem across 100's of workstations. I checked your link, but I didn't even see Microstation CONNECT 10.09.01.01 listed anywhere on that page.
Bentley needs to get their (insert stinky stuff here) together.
The matrix lists the following versions of ProjectWise Explorer as compatible with MicroStation CONNECT Update 9:
ProjectWise versions are listed horizontally, software it integrates with is in the left column. Scroll down to the MicroStation section and after J and V8i you'll see the CE (CONNECT Edition) versions listed. Look at CE Update 9. The projectwise versions I list above are shown as supporting MicroStation Update 9.
Upgrade the explorer on the machine to one of those versions. and try opening your files again.
