We are using CE 13 with the v8i Task Theme. We have just found out that the Manipulate tools are not working correctly in that they are set for Raster manipulation and not for elements. See below.
Could someone from Bentley please explain why this is and how we resolve this.
This has been found by Bentley to be a bug in U13 but is resolved in U14.
Well this was supposed to have been resolved in U14 but on of our users has just confirmed that it isn't. The ST relating to this was also closed so i need to re-open.
Bentley - What testing did you do to check this? How do I resolve this as I have users moaning at me?
How do I re-open the ST for this?

Bentley - Any news on when we can expect a fix for this, or a response to the new ST.
Unfortunately, I cannot reproduce it on clean OS either until I replace old V8i SS10's GUI.dgnlib to C:\Program Files\Bentley\MicroStation CONNECT Edition\MicroStation\Default\GUI\en\. Have you replaced your original dgnlib file for some reason or is it only occurring in your custom environment?

I did an upgrade via CC if I remember correctly. Are we to uninstall the old versions and then re-install the new?
CE points to our custom configuration on the server and has done since U1, and uses our old v8i DGNLIBS. On all other previous versions this has worked fine with no issues with tools. What are we supposed to do now?
Is it possible you could share the v8i DGNLIBS and your custom configuration folder structure detail so that I can reproduce the same?
