When selecting spelling language in preferences there is a description that language "Custom" can be defined by MS_SPELLING_CUSTOM_LEXICON_FILES variable. There seems to be lack of documentation what kind of lexicon files Microstation supports.
in previous versions we used to be able to point the dictionary files to the same ones MS office Word uses.. this helped with a common network version and consistency with engineering abbreviations, street names , place names etc... I used to make this work in previous places I worked in for XM version so I assume its still the same for more current versions...askinga had this

Yes but then the English one is still in use and it is not a solution as we need custom dictionary only.
It seems Bentley Systems still uses very old Sentry spelling engine like year 2001 and no longer supported by Wintertree. How it was migrated to 64-bit CONNECT no idea. It seems it have no support for anything other than the ISO8859-1 character set but we need support the ISO8859-4 character set.
Tried in CONNECT where supposedly it is possible to use OO dictionaries but it doesn't work either it still uses English language and custom language is ignored.
From CONNECT Help:To Add a User Defined Dictionary Download the required user dictionary from http://extensions.services.openoffice.org/dictionary and extract the .aff and .dic files.
1. Assign the full path of the .aff and .dic files to MS_SPELLING_CUSTOM_AFFIX_FILE and MS_SPELLING_CUSTOM_WORD_FILE configuration variable respectively.
2. In the Spelling Category of Preferences dialog, set the Language setting to Custom.
3. (Optional) Restart any spelling operations in progress.
