Workspace and Workset is defined and resolves correctly. I am aware of the variable being set to "=" for NoWorkset.cfg.

Are you by any chance using the NoWorkSpace and NoWorkSet configuration settings?

The delivered NoWorkSet.cfg file uses an = operator to assign the MS_VBASEARCHDIRECTORIES and MS_MACRO variables.

That will wipe out any previous definitions.

You're right: that append operator should not affect other definitions in other files. Run MicroStation Debug and see where things are going wrong.
