I need to develop a custom WorkSet creation tool as there aren't enough options in the MicroStation dialog to suit the needs of my client. They would like project/WorkSet creation to be done by an Office Assistant without the need for MicroStation. Copying and renaming a template WorkSet.cfg and WorkSet.dgnws to the correct WorkSet name works except when in comes to the Sheet Index.
When I open the Sheet Index it has the name of the original template WorkSet name, and all of the editing options are missing.
In the example below project 1 was then name of the template WorkSet. I created a WorkSet called project 2 by copying and renaming all of the project 1 files to project 2, including the .dgnws file. The image below is what the Sheet Index looks like in project 2.
I've verified the _USTN_WORKSETDGNWS variable, and setting custom WorkSet properties that the project 2.dgnws file is being accessed.
Is there any way to update the Sheet Index?
At the suggestion of Bentley support I cleared my user preferences by using the -RestoreDefaults switch when launching MicroStation.
Now the Sheet Index looks like this...
I get tool icons, just not the right ones.

I seem to remember a post a while back where John Frampton was having a similar issue with his sheet index (dual names) but I cannot currently find it (go figure). I'll keep looking - if I find it I will post it here - or if someone else finds it they can post ;-)

I remember that post.
It's similar, and may in fact be related. In my experience trying to set up and work with Sheet Indexes is that they aren't quite as robust as they should be. They have a lot of potential and I want them to work, but it's a struggle. I hope Bentley puts some serious effort into enhancing what they've started.
My issue and what I'm trying to do right now is much more simple, just rename a WorkSet without disabling the Sheet Index.
I have a ticket open with Bentley on this and sent example WorkSets that show the problem.
Bentley support was able to reproduce the problem and has filed Defect # 1112943 on it.
