Microstation Permissions restrictions

Is there a way to restrict certain users from changing certain levels and design file settings?

I would like to be able to have "non drafters" create markups to their hearts content on a "markup level", say level 99, in red, on only a specific model and/or sheet

...and  prevent them from changing literally anything else on the drawing.  

This way they can markup things with scaled dimensions and details but not change the drawing..

The official drafters can take that markup and trace over it with proper drafting standards and symbology.

I've looked around but so far the best I came up with is just give them an orphan copy to work from.  The drafters can reference it in to the master file if they need to trace it.

It would be nice to have this done all together in the same file  ( we have revision control and document management software)

    Yes and no.

    MicroStation does not support access rights or priviledges, but it's possible to protect complete file using password or digital certificate.

    But it's "all or nothing" approach, so no individual DGN features can be protected.

    Yes, it's "classic approach", but to share the original file is probably not good idea. It's better:

    • To lock it (e.g. using password), so it can be referenced, but not modified.
    • To publish it to e.g. i-model, which is read-only by default.
    The drafters can reference it in to the master file if they need to trace it.

    At least in Bentley world it's standard approach: To have one source master file and one or more redline files, because it allows to comment the file content by more people.

    Old Bentley Navigator (ProjectWise Navigator) worked in this way: It creates redline files automatically, so even when source DGN was opened, it was referenced in fact and the redlines were created in separate files.

    It would be nice to have this done all together in the same file

    It depends on used workflow, project requirements and context.

    What software will be used to create markups. In the past, Bentley offered Bentley Redline and later Bentley Navigator, but the development was canceled in favor of iTwins and cloud based Design Review.
