I'm having an issue in certain configurations where the last used WorkSpace and WorkSet are not being displayed when you relaunch MicroStation. It displays No WorkSpace and No WorkSet.
Checking my Personal.ucf file the correct _USTN_WORKSPACENAME and _USTN_WORKSETNAME are stored in the file. However they are not displayed as the defaults on the WorkPage.
I can reselect the correct WorkSpace and WorkSet, so they are being found.
This does not seem to be a problem with ORD using the same configuration. It also only appears to be a problem with WorkSpaces defined under Custom Configurations.
Anyone else seeing this, or have any suggestions?

Have any of the variables associated with the user preferences etc been modified by the custom configuration?
I have found that this sometimes occurs when I'm testing/troubleshooting and manually edit the ConfigurationSetup.cfg, I think when I edit the contents back to default values which results in the values of _USTN_WORKSPACENAME and _USTN_WORKSETNAME stored in my Personal,ucf not matching any of those available.
I'm not suggesting that this is exactly what is happening in your case, but maybe it might suggest a direction to investigate?

Looks like it had something to do with the change in the configuration file load order with Update 15. I changed the load order of my configuration files and that fixed it.

Please could you expand on that, some changes were made deep down in the systems config but they should not have changed load order AFAIK
