Is there a way to save a custom layout of the Quick Access Toolbar or set a "seed" for it so that new users will see it setup similarly? I'm thinking something like the files saved in the Preference Seeds folder.

Hi Josh,
Open a DGNLIB from the appropriate folder included by the MS_GUIDGNLIBLIST variable:
say ....\Organization\dgnlib\GUI\
Add the tools to the QAT in that DGNLIB and they will appear for everyone
