My firm recently released a new MicroStation V8i config to replace the old one we used to use and we are noticing some consistency issues we would like to fix.
1. How and where can you set V8i to always open using the last workspace you had used in your previous session??
2. Where does MicroStation define the default folder it browses to when you select a certain workspace??
3. Some users lost their duel screen functionality when installing our new config. Found that some people could fix it by clicking off/on the "OPEN TWO APPLICATION WINDOWS" box under WORKSPACE>PREFERENCES>OPERATION and saving settings. This did not work for other users, any idea why that might be happening??

The old configuration was accessing the resource files locally on the users C drive and we updated to have the .UCF and .PCF accessed on the network. We kept .UPFs stored locally as recommended by Bentley but revised the location where they are store locally.
@Kevin - this is a bit misleading. In the UCF it stores the project that was used last (not the workspace as Kevin mentions). Even if this file is set to read only, it would continue to load the project that the _USTN_PROJECTNAME is set to. So depending on how you want this to function, depends on how this is used. If you want it to actually be a "user" and that it remembers the last project selected by the user, then they need read/write access to this file. However - if you want the UCF to control what projects are loaded, then this file should not be accessible (read/write) to the user. As far as preferences go - there is more to it than just the UPF. There is a whole folder the user needs read/write to (the "prefs" folder under the user/username/appdata/local..... folder structure)
Those are the other files that reside where the .upf is located. Are these the "other" files you are referring to having read/write access to?? If so, they def have that access

Now we have a couple users whose button assignments are not saving and they have to reset them every time they open MicroStation. I checked to see if their default.btnmenu files were updating when they adjusted buttons and saved settings, but they don't appear to be updating. I checked to see that the MS_BUTTONMENU variable was pathed to the correct location, and it was. I am not sure what could be causing this?? I tried multiple options that I found on Bentley forums and none have been successful.
what have you tried so far that has not worked ?
