Looking at the seed file variables I wasn't really sure what MS_SHEETSEED was used for. MS_DESIGNSEED is used when you do a File > New, the MS_SHEETMODELSEED is used when doing a new sheet model from the models dialog. Other than the Seed Configuration Variable page the only other reference to the variable is in the IGES import documentation.
If it is only used during IGES import the description in the Configuration Variable page of "Seed file used when creating drawing sheets" is pretty confusing. Updating it to "Seed file used by IGES import when creating drawing sheets" might reduce confusion.

Hi Kevin, I believe this is defines the seed file used by the Callout tools Create Drawing wizard when the choice is made to save the Sheet Model into a separate Sheet File.
