I can now upgrade to windows 11 is MicroStation Connect version 10.16.01.56 supported and can run on windows 11?
the installation notes in the HELP don't show it as a listed OS - so I am going to say it is not supported currently.

The current versions of MicroStation CONNECT Edition have not been certified for use on a Windows 11 system. It is envisaged that a future release will be available that has been certified. There have only been a couple of user reported issues on Windows 11 and you are welcome to test its operation but it would not be supported at the moment.

As Tim and Andrew wrote, current MicroStation CE Update 16.1 is not certified (and as such not supported) on Windows 11.

My personal experience, based on using Windows 11 from beta stage on 2 different configurations (desktop PC AMD CPU + AMD GPU; notebook is Intel CPU + Nvidia mobile GPU), is that it can be used without any serious issues.
The only issue I found so far, and it's the same for PC and notebook, are drop-down menus and sliders in some dialogs, that are not visually correct. But it is minor, not functionality breaking issue.
