I don´t understand one thing.
When I create a Workset and a new DGN in it and I add toolbars in the drawing and do "Save settings" (although "Save settings on exit" is activated) then is OK.
If I create a new drawing in the same Workset I get the same toolbars. OK
But if I create a new Workset and a new drawing in it I don´t get the toolbars. I understand that "Save settings" is saved in the same DGN but also in the current Workset.
Is there any way to copy/paste (or import/export) the "Save settings" in a drawing file to another drawing file? or another WorkSet?
Can I edit the ASCII file Workset.config to copy/paste the "Save settings" between them?
Or do I have to put the toolbars in the seed file and "Save settings"?
Maybe I could save the toolbars in a new WorkFlow but in my case I have "Drawing" and "OpenRoads Modeling". I don´t know if I can add toolbars for both WorkFlows at the time.
I thought that toolbar placement was saved to one of the user preference files. Perhaps I'm wrong.
Are your worksets directing to different user preferences? Are they still part of the same Workspace? How/where are your user preference files defined?
Save Settings saves drawing settings (views, active angle, etc.). I don't think it ever saved the environment.
Which version of the software are you using?

Exactly, you are right.
Open Toolbars and their locations are controled by "User Preferences" *.upf file
MS CE U16 with OpenRoads
This happens in the same WorkSpace when I create a new WorkSet.
If I check the configuration var "MS_USERPREF" I can see that the *.upf changes
Sometimes is using the OpenRoads Designer_Metric.upf and another times when I create a new WorkSet then it uses Personal.upf file (both are in the same location: C:\Users\Joan\AppData\Local\Bentley\OpenRoadsDesigner\10.0.0\prefs\
I don´t know if saving the DGN file in a particular WorkFlow is involved in this case.
I suspect that whatever workset template you are using has something defined in a way other than what you expect. There are a few variables that could change which user preference file you are using. Would you be able to upload your workset template file for us to look at?
I don´t use any WorkSet Template. I have never used a WorkSet Template to create a new WorkSet.
Then...how are you creating a new workset?
Open Toolboxes are stored in user preferences, so something in your configuration is saving the UPF with different names. What is your context? Are you working on a networked configuration or locally?
