I am looking for a solution to the AutoCAD dynamic cell. We have offices in different states and depending on which office is heading the project, the office address will be different. In Acad, it's one cell that you click on a pulldown and change to the correct office.
We use ProjectWise and I know that I can use Project Properties w/ PW attributes, but the issue quickly arises when a project is not in PW.
Any suggestions greatly appreciated.

the lack of functionality, available in AutoCAD dynamic cells, is discussed from time to time in MicroStation forum.
Before possible solutions in MicroStation context can be discussed, please read and follow the best practices. You do not share any single information about what product and version you use, which effectively blocks any further discussion, because available tools are very different e.g. in MicroStation PowerDraft V8i and the latest MicroStation CE Update 16.2.

You may be able to make use of the techniques described in Item Types - Using Item Types and Text Fields in Title Blocks.
If you use WorkSets you could add the office address as a custom property, a text Field linked to that property could then automatically populate the tile block.

We are on MS CONNECT, R16 and ORD, R1 2021.
Where V8i comes up short, so does CONNECT, so i am not sure what difference it really means to know the versions.
While there is huge commonality with V8i, CONNECT versions do contain a lot of new and improved functionality. The suggestion I made earlier utilises new tools and features.

It is crucial information (and, btw, is required by best practices as mandatory information of any post).
Not only because, as Marc Thomas wrote, V8i and CE are (very) different and CE offers a lot of enhancements. Some new features are developed actively (like mentioned Item Types), so to know MicroStation version exactly (what Update is used) is necessary to be able to check whether discussed functionality is available or was released in newer version.
