Does anyone know if its possible to change the Workspace name of a DGNWS? We are doing some changes to our workspace and have found that although the dgnws works fine as long as the workset is set up okay the sheet index refuses to add new sheets when the workspace name differs from the original used in the dgnws.

I've run into this multiple times in my trials. You cannot rename the dgnws file, or rename the WorkSet without corrupting the sheet index. The custom WorkSet properties can sometimes get a little funky too.
The only way to fix this when this happens is to delete the dgnws, then open a dgn file using that WorkSet and have MicroStation create a new one from the template dgnws.

Thanks Rod, the issue i have is we have 200 sheets in the Sheet Index. With that workflow we would have to restart the Sheet Index from scratch?

Unfortunately yes.
The only thing I haven't tried is to rename the WorkSpace/WorkSet back to the name set in the dgnws. I wouldn't hold out much hope for that to work however.
The other thing to be aware of is that all of the dgn files have to belong to the WorkSpace/WorkSet in order to be able to add their sheet models to the Sheet Index. If you've renamed the WorkSpace and haven't rebranded the dgn's you won't be able to add the sheets.
