So is MS_CONFIGURATIONOPTS no longer works the way it supposed to starting from U17? The variable usage is still available in U17 help:

This worked for me - moving MS_CONFIGURATIONOPTS to our WorkSpaceSetup.cfg for MicroStation CONNECT - which we have configured on the network (with our workspaces)!
We have not been moving users to MS-CE UD 17 due to this issue!
I tried this suggestion - and it works for me (sorry I did not see it sooner)

It's a different bug number than Leonard posted but the MicroStation Update 17.2 Defects Resolved lists:
Bug:1028255Fixed issue where MS_CONFIGURATIONOPTS is ignored when set at Organizational Level
I'm assuming this is the bug affecting those that fixed it by moving the setting to WorkSpaceSetup.cfg
