We have multiple mvba's loaded at the workspace and organisation level. And then we load some specific mvba's at the workset level.
For one workset, I need to remove a specific mvba that is loaded in the workspace.cfg file. If I undefine MS_VBAAUTOLOADPROJECTS in the workset.cfg then I lose all the mvba projects.
In the workset.cfg file, is it possible to unload a specific mvba?

Not easily. In the workset.cfg you can set MS_VBAAUTOLOADPROJECTS with an = to remove ALL previously added vbas from autoload, then set all the ones you want.
There is also a keyin VBA UNLOAD VBANAME that will unload a particular vba. If you have the startup script or an autorun vba routine you can put the vba unload key-in in there to unload the vba.

Although, currently we can't access any files (cloud based PW) and the software keeps shutting down due to a lack of entitlement. Something to do with SE Asia servers, Hopefully they fix it soon because we've got 50 designers twiddling their thumbs.

Try upgrading your Connection Client to the latest version 11.00.05.34. The status email I got about the entitlement issue says they enabled fail safe mode, that mode will let you in but only if you are on that version of connection client or later.
haven't tried today yet, but last time this happened failsafe mode worked for me.
here's the note you get during failsafe. Click OK and it should work.

I don't know the details of the earlier outage, but I can confirm the connection client behaviour that you describe. I also received a pop-up advising that normal services had resumed.
I strongly recommend that even if other applications are not on the latest release, that the connection client is always kept up to date so its functionality is aligned with the cloud services.

Our connection clients is at V11.00.05.44 So we could operate CAD, unfortunately it was an IMS issue and our files are on a Bentley hosted server which uses Bentley IMS for authorization. So our access to PW was intermittent, and unusably slow when connected.. We had CAD, but not files.
We will need to re-think putting all our eggs in a Bentley Hosted server.
When you receive any messages of this sort in relation to communications through the Connection Client it is always worth having a look at the Bentley Cloud Services Status page to see whether there may be something happening at that time.
It is also worth having a look at the following article explaining the Failsafe Mode that can be implemented if this happens.

The fail safe mode worked for the CAD applications, but it didn't help when trying to access files in PW hosted on a Bentley cloud server using IMS authentication.
The tech support said the Bentley engineers were busy working on getting the issue resolved, but did not have a timeframe for when we would be back online.
That's weird I was able to login to our hosted site using IMS authentication even though I got the notice about Fail Safe mode being active (I'm using Connection Client 11.00.05.50). But I tried 6 hours after your note so maybe they fixed that part of it first.
