Are you currently in a 3D drawing or a 2D drawing? If you are in a 2D model, you may not be able to see 3D tools.

You need to add to whatever Ribbon mode you want, then add the command. It's a few steps, can't remember, must be documented somewhere. It will look like this (I've added 2 sections to Task Navigation)-
If you 3d specific commands, they will be greyed out in 2d files.

I am in a 2D model. Tried changing the visibility in Customize Ribbon > Customize the Ribbon:
However after clicking on Apply, it doesn't stick and reverts back to the other value.
What I did, is to add desired buttons from 3D operations to 2D ribbon, and it works, since they are not required to "belong" to same category:
So I add this as a feature request for future MicroStation versions, improve the Ribbon.

If you're in 2D drawing you can't add this 3D group under Constraints ribbon tab, but you can see both 2D and 3D groups under Constraint tab when you're in 3D drawing.

The Drawing ribbon can be used in either 2D or 3D models.
As the 3D tools do not operate in their intended manner in a 2D model they are not shown when the active model is 2D.
I'm interested to know why you would like to see the 3D Constraints in a 2D model?
