I am currently using Microstation CONNECT 17.2, but I've experienced this issue with previous versions of CONNECT. I've also used OpenRoads Designer 2021 R1 - 2022 R3.
I have created a customized ribbon in order to reproduce barmenus that were developed and used in Microstation v8i. In order to migrate the menus (.mdf files) a new ribbon tab was created in a new .dgnlib. Next, I created 3 Tool Group panels with drop-down menus. This allows me to switch the menus shown in each of the groups. In the group that contains the actual tool menus, I created the tool buttons using the New Menu Item. The tool contains a title for the tool and a keyin that is run when the item is selected.
My question is why can't these tools be moved out of their sub-menus they were created in?
ex. If I want to move Bridge Parapet out of Existing Bridge and into Proposed Bridge I am not able to perform that operation.
Also, if I want to create a new menu and reuse Bridge Parapet I am not able to select it from the "Choose components from" column to add it to the new menu
The only difference I can find is the built in tools have a source

I'm typing this from a phone, so I can't test it, but for your first example: try moving bridge parapet >between< the items, (for example footing and substructure) so you get a little line with a "+" at the end. That way you can move your item. Then you can also change it's position in the sub menu by dragging it higher or lower in the list.
I hope that i understood what you are asking. Ignore this if it is irrelevant.
Attempting to drop it in the Proposed Bridge menu is the same as trying to insert it between 2 existing sub-menu items. It does not allow it either way.

It just ain't that flexible. The item Bridge Parapet is tied/locked to Existing Bridge at time of creation, despite what you see on the screen.

As bad as Connect is, I was just happy I was able to add a bit of Ribbon for common tasks not available in Task Navigation interface (which I use cause it's minimal/efficient). It would be nice if you could at least cut and paste those items you want in a different branch of Ribbon.
