It appears that the file has to be recognized as a Bentley Microstation Configuration file type.
I copied a config file in the config/system folder, and cleared it out, and added my variable name & valiue.
So, How to create a Bentley Configuration with the proper file type association. YOu used to be able to make a text file with the ."cfg"
i feel dumb now. I found my problem.

Hi, yes you are correct and it is still the case: Microstation's configuration files, regardless of their extension (.cfg, .ucf, .pcf) are plain simple text files saved with a ".cfg" extensions INSTEAD OF a ".txt" one.
The most common mistake is to create a text file with Windows' "hide known file extensions" option enabled, so that the resulting file extension, even though is shown as ".cfg", is actually ".cfg.txt" for file system.
So make sure that the "hide known file extension" option is unticked in Windows Explorer's folder options.
