Bentley, Microstation, ProjectWise error uninstalled and reinstalled.

Question

Dear Sir, I have troubleshooting with Bentley product on one of my company machine. 
 When i installed Microstation, the error message appear as the screen shoot: 
 1-Error=1603 
 
 2-When I uninstalled the projectwise or microstation, the Error appear 
 
 
 What is the problems related this? and please let me get the real resolutions about this issue.

 I am using Windows 7 professional Service pack1, Norton 360 and installed prerequisites yet Error 1603 won't allow me to install a certified for this environment Bentley product - what did I missed ?. 
 Bentley post-prerequisites? 
 I have disabled all AV services leaving computer wide open for 15minutes, than 1 hours etc. 
 I was trying to sign up and finish PhD in information technology but my family took over all my spare time. 
 1) Entry in BentleyInstallationlLog indicates that: 
 Modifying Property: DATABASE="C:\Windows\Installer\7feb1.msi";Date="2014364"; 
 Command exited with code: 1603;Date="2014364"; 
 2) C:\Windows\Microsoft.NET\Framework\v2.0.50727\aspnet_regiis -I 
 C:\Windows\Microsoft.NET\Framework\v2.0.50727\iisreset won't allow access "... you must be an administrator of the computer...." well, I am 
 3) Can someone help me to finish this weekend project and install a Microstation 
 4) In the past I have managed to install two dozen of other programs as required. I have also spend a time reading Bentley installation guide for MicroStation_08.11.09.357 
 5) please help me, save me
