Multiple users are able to open the same .dgn at the same time without MicroStation recognising it as being already open - the file is NOT being flagged as read-only. Files are stored on a QNAP NAS. Any ideas?

I have DGN Index Service with V8iSS3 and with 10CONNECT. They come with a different product code identifiers in the MSI's and can install side-by-side. Can they run side by side? I have projects/data on a server for both V8 and V10 MicroStation editions…
