The environment migration wizard fails to generate an emw package an provides the following error message:

This occurs only when using an ANSI database.
VSTS#6613 was created for this. The workaround for this issue is as follows. Direct transfer using a connection string, without generating a package, will transfer customizations from one ANSI database to another.
Step 1. Create an ODBC Datasource System DSN for the target database (Test) on the Source (Dev) environment’s server.
Step 2. Run the Environment Migration Wizard again from the Source (Dev) environment server but instead use the “Transfer data from a database on the target machine…” option.
Step 3. Verify that the customization transfer is successful.
Step 4. Repeat Step 1, Step 2 and Step 3 but instead create a Target ODBC Datasource System DSN for the Prod database.
