When upgrading to APM rel 7.9, the APM Upgrade Wizard does a timezone check and convert the user's time related data to UTC. In this case the user's server does not allow internet access so the UTC verification portion of the upgrade does not complete successfully. This step cannot be bypassed.

User's in house administrators temporarily allowed the APM servers to have access to the internet in order to complete the UTC check portion of the upgrade.
