Shutdowns with earlier dates from other sites cause errors when creating new Work Orders

Problem

Work Order creation fails if created via a Standard Task (or Standard Job linked to Standard Task), that is assigned a Shutdown Type when a Shutdown event of the same Shutdown Type with an earlier date exists at an unrelated site..

Solution

Reported as bug, VSTS#113883.

There are 2 workarounds that can be deployed to help bypass the error message.
1. Enter Shutdown start date of January 1 to end date of Dec 31 for all Shutdown events.
2. Leave Shutdown start date and end date blank for all Shutdown events.
For options 1&2, the start and end dates can then be changed once all Work Orders for a specific shutdown have been generated and linked to the Shutdown event..
