This is giving permission to the service to listen to incoming requests on the port. Applications can't just listen to incoming requests you have to ask permission. Certain built-in users already have this permission.

Latest releases of 7.x (7.10, 7.11) can support "Port Sharing" which means all servers running on the same machine can use the same port. If you use different users for each service you would probably have to modify the url above to url=protocol://+:port/<instance name>/
