Degradation Indicator does not update short-term and long term rate when the indicator's asset is ch

Problem

When a degradation indicator is created using it's parent asset's design info, somehow it's original design info is cached and used in the calculation of the short-term and long-term degradation rates. If the indicator is then moved to a different asset or it's design info changed, the short-term rate and long-term rate still appear to use the original design values of the parent asset. Even when the Indicator's first reading is created after the indicator has already moved assets or had it's design info updated.

Solution

Reported as bug, VSTS#129180.

The workaround is to mark existing indicator reading as incorrect then enter a new indicator reading with the same measurement point values. This should recalculate the short-term rate and long-term rate on the indicator.
