When running the APM Upgrade Wizard, the Upgrade wizard fails to contact the nodatime.org website. The user sees the following dialogue:

There are possible solutions:
1. Contact the Network Administrator and ensure that the server from which the upgrade is being run has internet access, even if only temporarily, to complete the upgrade.
2. If the server has internet access, contact the Network Admin to have the nodatime.org website unblocked / whitelisted / added to trusted sites, even if only temporarily.
