When Setting up an Approval route for checksheets, user has found that the Employee name Browse on the Approver dialogue filters out appropriate Employees when the "Multiple employees" Option is selected. In troubleshooting, the dialogue for Employee browse properly filters if "Single employee" is selected but when "Multiple employees" is selected the dialogue filters out appropriate employee unless that Employee has Work Orders in the Approval types for that Employee record..
This was reported as a bug, VSTS#711595.
Workaround is to open each appropriate Employee record on the Site's Personnel view and select Work Order from Employee's Approval tab.
