Problem Description

A user found that photo thumbnails were not showing on configurations and that incorrect photos were being printed on inspection reports. Troubleshooting found that the smart client instances photo thumbnails appeared blank but, from a thick client the thumbnail reference appears to temporarily show the correct thumbnail.
