Installation database is updated as of Version 7.22.  
For implementations prior to  version 7.22, the following UOM Conversion Factors  are in correct and must be updated in Enterprise

Go to Enterprise > Administration > Application Settings > Units of Measure Categories
 
NOTE: If you add the OID to the Conversion Factors config, you can be sure that you are editing the correct conversion factor:
