Smart Client service fails to start with a 500: internal service error

Problem Description

An APM Managed Services (MaS) user's French Smart client service suddenly stopped responding to client access requests. When the service web monitor for the instance was launched, the administrator was presented with "500: Internal Service Error".

Solution

In some instances, the service's language or regional settings may be corrupted leading to the "500:Internal Service Error". In these cases, it may not be immediately obvious from running the configuration test that the language settings for the instance and for the VM do not match. In these cases for a hosted server, the issue needs to be reported to the Managed Services team to reconfigure or restore the VM and Smart Client service(s) with the proper language and regional settings.
