Bulk Transaction Preferences - For every bulk import, do you have to change it?

Hi Bentley and the Forum, 
 I have a question that I would like some help on please? 
 Within our eB, we can do bulk uploads of documents via the Bulk Import/Export facility. When you do this, you must ensure that the preferences for bulk transactions point to where your files are. I have a number of document controllers who are almost fighting over this as they all want to do their uploads at the same time. Is there a way of having it set to one and then then all using it? Would that mean them using one folder for uploading only? Is there any way we can tie down who can change the preferences maybe? 
 Please could you assist? It's causing a few issues with document controllers going in, changing the configuration, doing their upload and affecting others and their uploads.

Julie, I believe the current design suits your operation, where different people will be bulk importing documents via different classes/templates. So, before the import process, we let the users see the preferences and if necessary set them accordingly. 
 
You said "having it set to one" above. Which particular field(s) do you want the value unchanged? I believe you may do that. But then you will still need different ini files for different controllers. 
 
I have not looked at the permissions side yet. Before you can find a set of preferences applicable to all controllers, you'll still need them to be able to set their own.
