Troubleshoot Tag Creation Wizard

I am currently testing eB Director 15.6.1 and Engineering Designer 5.4.2 (I think that is the correctr ED rev) in a sandbox environment.  I am having serious difficulty getting the tag creation wizard to work.  I created two templates in Director, and it recognizes those.  However, when i select a template and try to proceed, i get the following error message:

"Connection > GetSystemsGroupId > An attribute specifying the Virtual Item Group Name, called " is required on the Primary Item for the selected template." 

I can click "OK" and get past the error message to the next screen which allows me to choose the ID, revision, description, etc.  However, the drop down for the System field is blank.  I can get no further than this.

The documentation for this feature is extremely lacking, and I have exhasuted my limited knowledge of the product.  Can someone please provide some suggestions. 

NOTE: We have not officially migrated to tags yet.  Also, I apologize for the lack of screenshots; I am on an air-gapped system and have no access to my work computer from this terminal.

    I think to configure NED Sandbox environment the best approach is to get Professional Services since configuring this environment will be out of support scope. Please open a Service Request in http://selectservices.bentley.com/en-US/. In the service request please include what you are trying to setup (A sandbox environment for eB NED). Professional Services might be able to provide a preconfigured test/training database already configured for NED.
    The SR will also include information about your current site environment/configuration that will help us with setting up this Sandbox environment,
