How to change a Radio Button Default :-)

Question

When we are up-reving a document at the moment the default is "copy All Files" 
 We want to change this to "Don't copy" as Default 
 How do we do this ? 
 We are currently on 15.6 
 Mat Bird (from Bentley) has advised us below and may be with a developer, but he is with another customer today wondered if any one knew on here?

I have checked it with Developer and as per him, it is by default selected and we can't change it.

I have found that, we can't change it to "Don't copy". 
It will remain by default to "Copy All Files"
