Can't delete a document

First try to run maintenance scripts and see does that help.
If not then let us know what eB version you are using? How this document was created? If there is Copy button in error box please use it and copy results here, or in director maybe there is expand button in error box as this error doesn't provide us enough details.

After submitting the question, the relationship to a File Plan was removed and the document was able to be deleted.
Should the existence of a relationship to a File Plan prevent a document from being deleted?

It depends. If FilePlan already has actions pending for this document then you will not be able to delete this document and dropping relationship should help.

There are no Pending Actions or Simulated Pending Actions to be found viewing the FilePlans in eB Director.
Any other suggestions?

With basic configuration that should be it. In your mentioned error SurveyInstance was mentioned so it might be to do with surveys. It's hard to tell and would require DB for further investigation.
